Recent legislation signed into law by New York State Governor Hochul has significantly changed the procurement flexibility of all SUNY schools.

Summary of Changes to State-Funded Procurements

  • All transactions of $75,000 or more must be pre-approved by the Attorney General as well as the Office of the State Comptroller (OSC).
  • All purchases (one-time or aggregate over a 12-month period) of $200,000 or more on an Office of General Services (OGS) centralized contract require the pre-approval of the Office of the State Comptroller (OSC). 
  • SUNY and OSC have the ability to annually negotiate higher pre-approval limits.
  • New York State Contract Reporter advertising is still required for any purchase of $50,000 or more (this has not changed).
  • These changes do not apply to purchases made with Research Foundation and UB Foundation funds.
