Broad-based fees are generally charged to all enrolled students to finance activities that benefit the student body, excluding those activities that are part of the core instructional program.

Types of Broad-based Fees

    The Comprehensive Fee is a consolidation of campus-required fees which support several university services. The Comprehensive Fee is paid by all students at the University at Buffalo, unless they meet fee waiver requirements.
  • 6/18/18
    In response to NYSUNY 2020 Challenge Grant initiative in 2011, the University at Buffalo created a strategic investment plan to invest in and expand academics and research, need- based aid, and faculty and researchers. Fueled by NYSUNY 2020, the plan was leveraged by capital funding, a rational tuition policy, and the Academic Excellence and Success Fee (AESF).

  • What are broad-based fees?

    Broad-based fees are charged to all enrolled students as a condition of attendance at UB and help UB fund activities and programs that benefit the student body, excluding those activities that are part of the core instructional program.

    UB relies on these fees to sustain services that are available to you, regardless of how your instruction is delivered – in-person, remote, or hybrid.

  • If I enroll in only remote courses do I still need to pay fees?

    Yes. Regardless of the method of instruction – in-person, hybrid, or entirely remote –Broad-based Fees (including Comprehensive fee and Academic Excellence and Success fee) and Course fees must be paid by all students.

  • How are the fee rates determined?

    The fee rates are guided by SUNY policy and take into consideration the Higher Education Price Index (HEPI). Information about HEPI can be found on the Commonfund Institute website. At times and for certain targeted initiatives, SUNY may allow an increase beyond the HEPI percentage.

  • Do all students pay the same fee?

    Your fees may vary depending on your status as an undergraduate or graduate student, your residency, your academic program, and other criteria.

    All full-time students are billed for these components of the Comprehensive Fee: Campus Life, College, Health, Technology, Transcript and Transportation fees.

    All students are billed for the Academic Excellence and Success Fee (ACES).

    Undergraduate students are billed for the Athletics and Recreation fees.

    In addition, Comprehensive Fee components, except for the transcript fee, are assessed at a per-credit hour basis for part-time students.

  • Why did UB refund some fees for students in spring 2020 semester, due to the impact of COVID-19, but is not refunding fees now?

    Spring 2020 fee refunds were granted in great part because the change to our instruction modes occurred mid-semester. Students and families were facing unplanned changes that UB had not yet had time to accommodate.

    Since then, UB has devoted enormous effort and significant funds to providing equivalent academic experiences, engagement opportunities, student support and campus services -- remotely, in-person, or through a hybrid model.

    It was determined that the services funded by these fees would continue and thus a continuation of fees at full assessment was justified.

  • Why did some Comprehensive Fees increase?

    To continue to offer programs and services that our UB students need and expect in the current SUNY, New York state, and UB budget climate, SUNY approved the following adjustments to the 2020-21 Comprehensive Fee. Requests for increases were limited to those deemed absolutely necessary and were limited to select student services.

    • Overall, students will see a 2.03% increase in the Comprehensive Fee, including the addition of a new Career Services fee. Fees for a few select student services were increased. This includes:
      • 2.14% increase in the existing components of the Comprehensive Fee
      • A new $50 Career Services fee
    • The Athletics Fee will be reduced by $53.00 to $212.75 for the fall 2020 semester. This is due in part to the Mid-American Conference (MAC) decision to pause the fall sports season as a result of COVID-19. 
    • The Academic Excellence and Success fee (ACES) will remain at an annual rate of $525 for 2020-21.

    Other components of the Comprehensive Fees that have increased for the 2020-21 academic year include:

    • Campus Life — $7.50 increase
    • Technology Fee — $24.50 increase 
    • Student Health Fee — $26.00 increase

  • Will my Broad-based fees be adjusted if any or all my classes are remote?

    For fall 2020, Broad-based fees are paid by all students regardless of the method of course delivery. Services that are funded by the comprehensive fee revenue will not change as a result of UB’s mode of instruction.

  • What is the Comprehensive Fee? Why do we have it?

    This mandatory fee was implemented in 1998 and is a consolidation of SUNY and campus-required fees that support several university services and programs. The components of the Comprehensive Fee include:

    UB’s Comprehensive Fee helps fund central academic investments including technology, student services, training and programming.

  • Are Comprehensive Fees common at other schools like UB?

    Yes. Many of the schools in the Mid-American Conference of which UB is a member have a comprehensive approach to fees and several American Association of Universities (AAU) and SUNY campuses have also instituted a Comprehensive Fee.

  • What will the new Career Services fee be used for?

    • Career Services Fee: This fee supports programs that enable students to explore careers early in their academic experience. Programs will help them discover their interests, build skills, and define a path to their desired careers. Students will create connections with peers, alumni and industry experts and build portfolios of out-of-classroom learning experiences that will give them a competitive advantage in the job market.

  • What is the Academic Excellence and Success Fee? Why do we have it?

    This fee supports the expansion of interdisciplinary faculty teams that provide new, relevant educational programs for UB students and that build UB’s competitiveness in attracting new research support to the university. This research support provides opportunities for graduate student research and an improved standing for UB in the national and international research community. It also supports building educational capacity (i.e., faculty, advising, infrastructure) to allow UB to offer more course sections in high-demand course areas.

  • Is the Academic Excellence and Success Fee (ACES) part of the Comprehensive Fee?

    The Academic Excellence and Success Fee is not a part of the “bundled” Comprehensive Fee, however, it is considered part of the SUNY “Broad-based Fee.” Broad-based fees are generally charged to all enrolled students to finance activities that benefit the student body, excluding those activities that are a part of the core instructional program.

  • How can I impact how the fees are spent?

    There are several opportunities for students to provide feedback on fee planning.

    • Broad-based Fee Consultation Process: Consultation with our students on proposed fee amounts takes place every year, in accordance with SUNY Fee Policy. During this annual consultation period, UB engages the student population directly regarding proposed changes to Broad-based fee rates for the upcoming academic year. UB advertises and solicits this student feedback in a variety of ways, from advisory groups to surveys and email inquiries, and takes this feedback into consideration when submitting fee rate increases to SUNY.
    • Students can share feedback on any of the Broad-based Fees at any time, or participate in advisory and programming committees.

  • Do I quality for a Fee Waiver?

    Effective fall 2020, UB will automatically waive certain fees for students who meet the following criteria.

    These fees are waived for all students enrolled in exclusively online degree programs:

    • Health Fee
    • Transportation Fee
    • Campus Life Fees

    These fees are waived for undergraduate students enrolled in exclusively online degree programs:

    • Recreation Fee
    • Athletic Fee

    This fee is waived for students in advanced degree programs in School of Management (including MBA), School of Dental Medicine, Jacobs School of Medicine and Biomedical Sciences and School of Law:

    • Career Services Fee

    Waivers will not be granted for the following fees:

    • Academic Excellence and Success Fee (ACES)
    • College Fee
    • Technology Fee
    • Transcript Fee
