Fixed Admission Rule Temporary Pause

On September 14, 2026, a U.S. District Court Judge issued a preliminary injunction on the published rule Establishing a Fixed Time Period of Admission and an Extension of Stay Procedure for F and J students. This order temporarily pauses the implementation of the rule until the court issues a further decision. The visa status of F&J visa-holders remains unchanged. ISS is closely monitoring this situation and will provide more information and guidance as it becomes available.

Staying Informed on Travel and Visa Policies

In response to international student questions regarding international travel, the University at Buffalo encourages students to carefully plan travel with ample time to accommodate potential delays during an anticipated heavy travel season.

In addition to reviewing the Updates on Recent Immigration Actions, below, we recommend that F-1 and J-1 students consider the following:

  • Visa Processing Times: If you require a new U.S. entry visa, be prepared for potential delays due to policy changes and staffing transitions at U.S. embassies and consulates.
  • Necessary Documentation: Ensure you have all required documentation for travel, including a valid visa and a signed I-20 or DS-2019.
  • Travel Timing: Consider returning to Buffalo a few days before your classes start.
