State Employees Enroll Now in 2026 PEP Program

Eligible state employees can now enroll in the Productivity Enhancement Program (PEP) for 2026 to exchange accrued vacation leave for credit toward their share of NY State Health Insurance Program (NYSHIP) premiums.
Eligible Employees
- Employed on a calendar year or college year basis
- NYSHIP enrollee at time of enrollment
- Eligible to receive an employer contribution toward NYSHIP premiums (or on qualifying leave)
Eligible part-time employees can participate on a pro-rated basis.
- Have a sufficient annual leave balance to make the full leave forfeiture without bringing their annual leave balance below 8 days or a prorated balance for part-time employees respectively
Classified
Employees represented by the following negotating units up to salary grade 24:
- CSEA
- PEF
- NYSCOPBA
- PBANYS
- M/C Classified (up to salary grade 23)
Faculty and Professional
Employees represented by the following negotiating units up to an annual salary of $115,202:
- UUP
- M/C Professional
Eligibility and forfeiture is based on salary or grade at time of signature and submission.
Enrollment
The 2026 PEP enrollment period closes on December 8, 2025.

Classified Employees
Be sure to complete all sections of the form as provided in the instructions. Incomplete forms may not be processed if Benefit Services is unable to verify your elections.
Submitting Your Paperwork
- Review the program summary.
- Follow the instructions.
- Complete your form and submit to our Secure PEP UB Box.
- Files should be submitted as a single PDF.
- Please use your Last Name_First Name_Person Number as the title of the form.
- You will receive a message on screen that your upload was successful. UB HR Benefits will be unable to respond to individual requests for confirmation of reciept.
Time sheets must be approved through October 2025 to apply for the PEP program. Forfeited time will be deducted by UB HR Benefits from a December timesheet.
