Are Trump's personnel changes meant to distract from Mueller investigation?

An article in USA Today about Friday’s flurry of announcements by President Donald Trump about personnel changes, suggestions of more to come and biting comments about his former secretary of state, which were seen by some as an attempt to distract from news coming out of the office of special counsel Robert Mueller, interviews Jacob Neiheisel, associate professor of political science, who said he couldn't say if the back-to-back news events were planned or just partially due to Trump’s character. “It’s really hard to tell when it comes to Trump,” he said. “By nature, he’s combative but we know throughout history that administrations have tried to control the news cycle.”
