An article in The New York Times about the Long Island town of Hempstead and a federal appeals court ruling that found that Garden City had violated federal antidiscrimination law by rezoning land specifically to block multifamily housing – and the potential for minorities to move in – quotes Robert Silverman, professor of urban and regional planning, who has written extensively on the subject of housing segregation. “It’s another signal that the tide is turning in terms of fair housing,” he said. “There’s a historic pattern of segregation that those places have experienced.”
