An article in Politico on the U.S. reopening its embassy in Cuba quotes Jose Buscaglia, professor and director of the program in Caribbean and Latin American Studies at UB, on how this will impact U.S. diplomats. “Diplomats will be under total supervision and constant observation. Nothing will change in that respect. Nothing happens in Cuba without the permission of the powers that be.”
