Cuomo's "Buffalo Billion" economic-development program, outlined during his visit to Buffalo on Tuesday, reports the regional plan is centered on initiatives such as growth of the Buffalo Niagara Medical Campus, including the planned move downtown of the UB School of Medicine and Biomedical Sciences.
