Buffalo News Editorial supports need for UB to have more flexibility

An editorial in The Buffalo News calls on New York State to give the State University of New York and its colleges and universities the flexibility to make independent decisions, such as raising tuition and eliminating the need for preapproval for purchasing, to allow state universities and UB in particular to become major contributors to local and state economic recovery.
