Sheffer, II, executive director of the Institute for Local Governance and Regional Growth, who says "the Western New York economy is really hurting compared to most areas of the country," and that a base closing is going to have a larger and tougher impact in Niagara County than in an area where the economy is strong. The article also quotes Lawrence Southwick, associate professor emeritus of finance and managerial economics, who calls the proposed closing "a symbolic hit for an area that tends to lack self-confidence and which is being destroyed in the private sector by state policies on taxation and spending."
