Why some want the nation's top rental assistance program to change

USA Today interviewed Kelly Patterson about problems with housing vouchers that are supposed to provide rental assistance. Patterson says the voucher program has reinforced racially segregated housing patterns across the country. She said Buffalo has a source of income law, but the city rarely enforces it. Patterson said “Cases filed with the city just sit there and they go nowhere. Landlords can use other justifications for rejecting applicants. ... You have to offer strong incentives for developers, density bonuses, expedited permitting and inclusionary zoning.”
