A Washington Post story included commentary from Susan Clark on how Phoenix, the hottest city in America, is finding ways to cool down. “Heat is something you can’t escape or relieve if you don’t have the critical services” — such as air conditioning and water — “that we take for granted,” Clark said. “And at some point we’re going to reach thresholds that our physical systems, our infrastructure — they’re just too stressed.”
