The Los Angeles Times quotes James Campbell in an article about whether President Trump’s buildup of troops in U.S. cities is a declaration of war or something else. “There’s a problem to be dealt with there,” said Campbell. “He has the constitutional authority to employ the National Guard, and that’s part of the powers of commander in chief in Article II. What’s peculiar here is some cities don’t want the help — or at least the leaders of the cities.”
