Are the rules of the road unfair to the neighborhoods around them?

An article on Slate about how the U.S. transportation system discriminates against minorities and the poor looks at the example of the Peace Bridge and the impact that pollution from idling trucks is having on the people who live in the West Side neighborhood adjacent to the international crossing. The article quotes Joseph Gardella, John and Frances Larkin Professor of Chemistry, who said, “They continue to take the approach of segmenting the environmental impact into individual projects that they say are completely independent, when no one in their right mind would see that as anything other than legal semantics.”
