Findings

We completed an internal and external assessment of HR relying and building on the feedback provided during Phase I of UB 2020, specifically the workshops, survey data, and service mapping. We also completed an external assessment looking at both comparable universities and industry. There are three major findings:

  1. HR processes are inefficient and are not enabled by technology:
    • 23,000 Personnel Transaction Forms (PTF’s) with a 70% error rate resulting in a 20% payroll error rate
    • 350 initiators of PTF’s
    • Time and Attendance — 160,000 pieces of paper, 200 people involved
    • Recruiting — manual process
  2. Strategic HR services are not being provided across campus:
    • No institutional training and development
    • No institutional compensation/benefits strategy
    • Not anticipating future staffing demands
    • No career pathing
    • No formal succession planning
  3. HR policies and processes are applied inconsistently across campus:
    • Compensation inequities
    • Classification inequities
    • Performance management inequities
