Proceedings of the Workshop on Performance Criteria for Telecommunication Services Under Earthquake Conditions

Abstract: This workshop gathered a small working group of telecommunication specialists to review issues related to the performance of telecommunication systems, identify key issues that should be addressed, and suggest measures for evaluating them. The 11 papers in this volume address: establishing earthquake performance criteria for telecommunication systems and networks, measures for maintaining service and providing critical connectivity during emergencies, communication system modeling, and the development of the State of California's Emergency Management System.
