Abstract: Twenty papers were presented in Shanghai, China in October 2004 to share technical information and construction experience in seismic design and performance.  “Special” highway bridges include major long spans, those with complex geometries, or those located on particularly hazardous sites.  Construction materials and methods, fragility studies, proof-of-concept testing, current and recommended bridge seismic design specs, and risk assessment were among the topics addressed.  Along with the previous two workshops and one future event, guidelines will be developed for these unique structures.  Abstracts and references accompany all papers.  The workshop agenda, a list of participants and a compilation of all MCEER technical publications is included.
