Intersession Curtailment Program

As previously announced, the University at Buffalo will be implementing an Intersession Curtailment Program. As in previous years, the savings to be realized through lower energy consumption and other features of the curtailment will assist the university in operating within this year's budget.

All university offices will be closed and telephones will not be answered, except by departmental answering machines, from the close of business on Thursday, Dec. 23, 1999, until the beginning of business on Monday, Jan. 3, 2000. This will apply to the university's North, South and EOC campuses. Note: A number of critical library, computing and campus-mail functions will be sustained during Intersession Curtailment. See details below:

- Temperatures in buildings that are closed will be reduced to 50 degrees, and hot water will not be available.
- Normal university services, such as food service and campus busing, will not be available.
- Buildings will be locked for security reasons.
- In the event of snowfall, only roadways needed for emergency access and a few selected parking lots will be plowed.
- University Police and University Facilities staff will provide necessary campus and building safety and security.
- Unless an exemption has been granted, access to closed buildings will be severely restricted. The groups responsible for campus security, personal safety and building operation need to know if university space is being used. Unannounced use of space creates a hazard to all involved.

Exemptions

In accordance with the Intersession Curtailment Program Policy and Exemption Procedures, the following university facilities/activities have been granted automatic exemptions during this year's Intersession Curtailment:

- All laboratory animal facilities
- The Dorsheimer Greenhouse
- All emergency clinical/treatment facilities
- Alumni Arena (for scheduled intercollegiate athletic events only)
- All research buildings where there is a significant percentage of "wet-laboratory" facilities in the building

The following buildings will remain available during the curtailment:

- Bonner Hall
- Campus Mail Center
- Cary/Farber/Sherman halls
- Cooke/Hochstetter halls
- Foster Hall
- Fronczak Hall
- Furnas Hall
- Jarvis Hall
- Ketter Hall
- Natural Sciences Complex
- Biomedical Research Building
- Squire Hall

Procedure for Requesting Building Exemptions:

1. Request the exemption by memorandum to your supervisor. Requests should contain (a) building, rooms, times and dates where activity will be conducted; (b) department making the request and the individual involved in the activity, and (c) reasons for the request indicating why this activity must be conducted during curtailment.
2. Obtain written approval from your dean or associate vice president.
3. Send requests to Bob Migdalski, co-chair, Intersession Curtailment Coordinating Committee, University Facilities, John Beane Center, North Campus. All requests must be submitted by Nov. 30. Steps 1 and 2 must be completed before an exemption request can be considered.
4. The Intersession Curtailment Committee will recommend requests for exemption to the provost and senior vice president.
5. The provost and senior vice president will have the responsibility to determine whether an exemption will be granted.
6. John Russo, co-chair of the Intersession Curtailment Coordinating Committee, will notify the requestors of the decision regarding their exemption requests.

Residence Halls

The following will be open to international students during the curtailment:

North Campus South Campus
Clinton Clement
Richmond MacDonald
Hadley Village Apts. Pritchard

University Police

University Police will operate full shifts throughout the curtailment period. Steps will be taken to guard against theft and provide personal protection for the limited number of employees and students on campus. Call 645-2222 to report any suspicious activity.

Telephones

A reduced schedule of telephone-operator services will be provided. Operators will be on duty Dec. 23, 24, 27, 28, 29, 30, 31 and Jan. 3 from 8 a.m. to 4:30 p.m.. At all other times, calls to the university's main number will be handled by the telephone-answering service.

For facility-related emergencies call Customer Service at 71 or 645-2025, and for all other emergencies call University Police at 645-2222. No moves, adds or changes, or routine repairs to the university telephone system will be done during the curtailment. Requests for repair of emergency or essential services telephones should be directed to campus operators during the day, or to University Police after hours.

Departments that have answering machines are requested to record an appropriate message that informs callers of the curtailment period. If the answering machine is not associated with a department's main listed phone number, call forwarding could be used to direct the calls to the machine.

Fax Machines

Fax messages sent to the university's listed fax number (645-2895) will be directed to the Campus Mail Services Center. Messages will be placed in campus mail and delivered on Jan. 3.

Faculty-Student Association

FSA operations will not be staffed. All Food Service facilities will be closed. No vending machines will be serviced. The Student Union candy counter will be closed. The Center for Tomorrow and the catering operation will be closed. All recreation centers and the Creative Craft Center will be closed.

Campus Child Care

Both the North and South Campus locations will be closed during the curtailment.

Banking Machines

All banking machines in campus buildings will be turned off. All funds stored in the machines will be removed before the curtailment.

Libraries

The Health Sciences Library (HSL), the Undergraduate Library (UGL) and the Science and Engineering Library (SEL) will be open during part of the curtailment. HSL, UGL and SEL will be open from 8 a.m. until 5 p.m. on Friday, Dec. 24th, and Monday through Friday, Dec. 27th-31st. Reference services will be provided at HSL only. All other library units on both the North and South campuses will be closed during the curtailment, and all University Libraries will be closed Saturday and Sunday, Dec. 25th-26th and Saturday and Sunday, Jan. 1st-2nd.

Barring unforeseen maintenance or upgrade work, BISON will be available at the open libraries, as well as via modem and network connections. HUBNET also will be available. The UB Libraries Web Catalog will not be available from noon on Dec. 30th until noon on Jan, 1, 2000. Y2K upgrades and problems may have a significant impact on Internet access, and web services may not be normalized until some days into the new year.

As in past years, emergency retrieval of materials will be provided for UB faculty on Dec. 24, 27, 28, 29, 30 and 31 from those libraries that are closed during the curtailment. Faculty who need known items from the closed collections (Architecture and Planning, Law, Lockwood, Mathematics and Music) can call 645-2816 between 8 a.m. and 4 p.m. to place requests. Journal articles will be copied for pick-up at Lockwood Library or faxed at no charge. Books will be charged for pick-up at Lockwood between 8 a.m. and 4 p.m. Two-hour, same-day response will be provided for calls made before 2 p.m.

Computing

The Computing Center will close its central facilities and all public sites during the curtailment. During this period, one operator will be on duty at the Computing Center between 8 a.m. and 4 p.m. weekdays, except when operating as unattended or closed during Y2K transition, as shown in the Computing Center Intersession Curtailment Schedule. During attended periods, the operator will monitor the computers and networks, perform backups and handle a limited number of requests for tape mounts. No output will be printed, distributed or delivered from the Computing Center, or any of its remote facilities. The mainframe and server computers may not be available after 4 p.m. Thursday, Dec. 30 until Sunday, Jan. 2, due to preventative measures being taken for Y2K transition.

From 4 p.m. to 8 a.m. weekdays, and all day on weekends, other than Dec. 30 through Jan. 1, the systems will be left in operator-unattended mode, meaning that no tape-mount requests will be possible. Also, during operator-unattended periods, should any of the key infrastructure services fail, such as the Mainframe, Name Service, Authentication Service, UBFS, Wings, Email or Network Services, immediate effort will be applied to restore them; although, more limited than usual. For other systems or networks that become inoperative for some reason, during operator-unattended periods, restoration will not occur until the next scheduled operator-attended period. Outside of providing access to mainframe computers, there will be no other services available during the curtailment, such as consulting, computer repair or network services.

As was the case last year, the Computing Center recommends that all critical data files be backed up before powering down your computer equipment on Dec. 23.

ASSOCIATE VICE PRESIDENT AND CONTROLLER ORGANIZATION< p> CAMPUS SERVICES

Campus Mail

The Campus Mail Services Center will be open each business day (Dec. 24-Dec. 31) to sort incoming federal mail, including letter mail, registered/certified/priority mail and parcel post. The Campus Mail Services Center will be closed on Dec. 25 and Jan. 1.

Although there will not be any mail deliveries during the curtailment, Campus Mail Services will load its delivery trucks for first-day-back delivery of all accumulated mail. Expect Monday, Jan. 3, to be a heavier-than-usual day. All accumulated parcel post will be delivered on Jan. 3.

Departments that wish to receive their mail during the curtailment should contact the Campus Mail Services Center no later than Dec. 17 at 645-2743 to make the necessary arrangements to pick up their mail at the Mail Center. There will be no distribution of mail to individuals (i.e., mail can be picked up for departments only).

Hours of operation will be 8 a.m. to 4 p.m.

FINANCIAL SERVICES

Accounting Services

For the College Work Study (CWS) payroll period, Dec. 9-Dec. 22, appointment forms and timesheets are to be received by Accounting Services, 418 Crofts Hall, by Dec. 17 and Dec. 22, respectively. Paychecks for this pay period will be distributed on Jan. 5. For the pay period Dec. 23-Jan. 5, appointment forms and timesheets are to be received by Accounting Services on Jan. 3 and Jan. 6, respectively. Paychecks for this period will be distributed on Jan. 13.

Also, fellowship checks initially scheduled to be received on Dec. 30 will be distributed on Dec. 23.

Travel and Petty Cash:

For travel and petty cash, completed reimbursement requests are due in Travel/Accounting Services by Tuesday, Dec. 7, to ensure payment prior to the curtailment. Documents received after this date will continue to be processed; however, there is no guarantee payment will be received prior to curtailment.

Research Foundation Grants and Contracts Services

Travel-reimbursement vouchers and advance requests must be received in Grants and Contracts on or before Dec. 9 for payment to be made and checks to be sent prior to the close of business on Dec. 23. This also applies to petty-cash reimbursements and other payment requests. Project directors will be contacted by a staff member regarding projects terminating Dec. 31 to provide assistance in completing processing prior to curtailment.

Special Note: Sponsored Programs Administration

Sponsored Programs Administration will be closed during the curtailment. However, anyone needing assistance from a member of the Sponsored Programs Administration staff to handle urgent business should leave a telephone message at 645-2980, ext. 104. A member of the staff will return the call and make arrangements to provide needed assistance.

HUMAN RESOURCE SERVICES (HRS)

Employee Options: Alternate Work Site

Employees who wish to work on any or all of the six regular workdays but who are not employed in areas that will be open as a result of an exemption, or who cannot make alternate arrangements, will be accommodated at the alternate work site, which is Lockwood Library on the North Campus. That site will be heated to the normal university winter temperature. Individuals utilizing the alternate work site must bring adequate work supplied by their department or will be supplied work by the site supervisor.

PLEASE NOTE: State employees who choose this option will receive a memorandum in early December that provides specific instructions on procedures governing the alternate work site. Research Foundation employees who choose this option must submit a "1999-2000 Intersession Curtailment Request to Work at Alternate Work Site" form no later than Dec. 1 to Sandi Thurston, time and attendance coordinator, HRS-RF Personnel, 416 Crofts Hall, North Campus. These forms are located on the Human Resource Services' Web site http://www.business.buffalo.edu/hrs/er under "Forms" or you may contact Thurston at 645-5000, ext. 1006, or at sthurston@business.buffalo.edu to obtain a form.

State Employees

State employees who choose to take time off during the curtailment can utilize accumulated vacation, personal or compensatory leave accruals, or can choose to take the days off without pay. Employees who plan to make use of the latter option should write a letter to their supervisor, who will prepare a lost-time letter and forward it to Elizabeth Dundon, HRS-State Personnel, 104 Crofts Hall, North Campus, by Dec. 8 indicating the specific dates they wish to take without pay. Sick leave accruals may not be used.

For those employees who do not have six days of vacation and/or compensatory accruals but who wish to be off with pay during this period, the university will advance up to six days of vacation accruals. State employees who choose to work on any or all of the six workdays that fall within the curtailment and who are not employees of a department that has been granted an exemption or who are unable to make alternate arrangements, must submit a "1999-2000 Intersession Curtailment Request to Work at Alternate Work Site" form no later than Dec. 10 to Adrienne Collier, employee relations associate, HRS-State Personnel, 104 Crofts Hall, North Campus. This form requires the signature/approval of the employee's supervisor. These forms are located on the Human Resource Services' Web Site http://www.business.buffalo.edu/hrs/er under "Forms," or you may contact Robinette Woods at 645-5000, ext. 1284, or at rwoods@business.buffalo.edu or Collier at 645-5000, ext. 1286, or at acollier@business.buffalo.edu to obtain a form.

State paychecks and direct-deposit advices will be distributed on Dec. 22. If it is necessary to withhold any state employee's Dec. 22 paycheck, university departments must notify HRS-State Payroll by Thursday, Dec. 16. To stop a direct deposit, please notify HRS-State Payroll by Thursday, Dec. 9.

The last state student assistant payday before curtailment is Thursday, Dec. 16. No checks will be distributed during curtailment. Checks will be distributed on Wednesday, Jan. 5 with the regular payroll, unless specific arrangements are made to pick them up earlier. No checks will be mailed. The regular biweekly schedule resumes on Thursday, Jan. 13.

Research Foundation Employees

Research Foundation employees may be required to work all or part of the curtailment, depending on whether the unit in which they work will remain open. Employees who are not required to work but wish to do so, may be assigned to the alternate work site in the Libraries (see Employee Options). Project employees must have the approval of their project director to be eligible to work at the alternate work site.

Employees who do not work and who do not have sufficient accruals may request leave without pay or an advance up to six days. Requests for an advance or for leave without pay, and requests to work at an alternate work site must be sent to Sandi Thurston, time and attendance coordinator, HRS-RF Personnel, 416 Crofts Hall, North Campus, in writing by Dec. 1 (see Employee Options).

Payroll checks normally distributed on Dec. 31 will be mailed to the employee's mailing address currently on file. Please make sure your address on file is correct.

Special Note: UBF Paychecks

UBF paychecks and direct-deposit statements will be distributed on Dec. 22. During curtailment, UBF will have staff available each working day from 8:30 a.m. to 5 p.m. Please call Josephine Zenosky at 645-3011 if you have any questions regarding UBF payroll issues.

RESEARCH FOUNDATION

Procurement Services

RF Purchasing will be closed during the curtailment period. For those departments remaining open during curtailment, RF Purchasing will be available until c.o.b. Dec. 23 to provide service. For departments closed during the curtailment period, requisitions for supplies and services must be received in RF Purchasing by Dec. 10. It is imperative that supplies are received prior to curtailment. If you have questions, please call 645-2676.
