Recommendations

Based on our findings, we have developed three recommendations:

  1. Redesign key HR business processes with the aid of technology to provide HR services more efficiently:
    • redesign and automate the cumbersome and highly administrative PTF process
    • redesign and automate the collection of time and attendance information
    • automate the application/recruiting process
    • automate the benefits enrollment processes.
  2. Add strategic services to HR:
    • build a comprehensive training and development function within Central HR
    • create an institutional strategic compensation and benefits function within Central HR
    • create a strategic recruiting function within Central HR.
  3. Reorganize the way managers and employees receive HR services today:
    • modify our existing service delivery model
    • enhance and deliver strategic HR within a central “Institutional HR” unit
    • create an HR shared services center to process HR administrative functions
    • redesign the points of HR delivery from 61 separate entities to 3 units organized around mission critical areas — Academic Affairs, Student Affairs, Business Affairs.

These recommendations have been unanimously approved by the UB2020 Executive Committee. Implementation planning of the three recommendations has begun with the establishment of the three implementation planning teams.
