Abstract: This volume contains the proceedings of the Third National Seismic Conference and Workshop on Bridges and Highways conducted in Portland, OR, April 28-May 1, 2002.  Papers focus on advances in engineering and technology that provide increased seismic safety to bridges and highway systems.  Topics include lessons learned from recent quakes; seismic design practices and specifications; seismic practices for transportation structures and systems; displacement based design; emerging seismic design and retrofit technologies; development and testing of the new LRFD seismic design of highway bridges; and an international forum of speakers from countries that have implemented advanced earthquake design and mitigation approaches.  An author index accompanies the text.
