Who is eligible for UBEOC?

Are you a NYS resident who is at least 17 years of age with no college degree and a limited household income? 

  • U.S. citizens, permanent residents, or refugees. You must provide a green card or I-94 documents if you are not a U.S. citizen.
  • New York State residents.
  • Adults who are at least 17 years of age or older. If you are 17, you are required to show proof such as a high school diploma or a formal withdraw letter from school.
  • Students may NOT hold any academic degrees -- associate's, bachelor's, master's, etc. -- or more than 33 college credits. 
  • Students must have a limited household income and meet income guidelines. 

All students who apply for entrance to UBEOC are required to complete an application and provide proof of New York state residency and documents of educational and financial background. Applicants must be New York state residents for at least 12 months prior to enrollment and demonstrate academic and economic eligibility. Applicants are considered academically eligible if their educational background limits their pursuit of higher education or obtaining employment. Examples include lack of high school diploma, inadequate job skills for entry level employment, or inadequate math, english, or other pertinent skills An applicant is economically eligible if the person falls within UBEOC's income guidelines.
