This lecture is part of a semester-long course on Tibetan history and culture that features UB experts and guest lecturers using media resources to unravel the myths and realities of Tibet's history, society, and culture. The current status of Tibetan politics, including human rights and opportunity for dialogue with China, is the focus of this seminar conducted by Claude Welch.

Claude Welch is SUNY Distinguished Service Professor in the Department of Political Science at UB, where he also directs the Human Rights Program. He is the author or editor of Protecting Human Rights in Africa (2001), NGOs and Human Rights: Promise and Performance (2000), Asian Perspectives on Human Rights (1990), and Human Rights and Development in Africa (1984).

Rinchen Dharlo is the president of the Tibet Fund, a nonprofit organization supporting exiled Tibetan communities in India and Nepal. He began working for the Tibetan government-in-exile in 1972. From 1978 to 1987, he served as His Holiness the Dalai Lama’s representative in Nepal, and from 1987 to 1997 was representative of His Holiness the Dalai Lama to the Americas in New York.
